Is there no way to manipulate the initial message in bp_show_blog_signup_form without hacking the plugin core?

No, it looks like there’s no way to do it. It shouldn’t be that way, though – would you mind filing an enhancement ticket at trac.buddypress.org?

By Initial message, you mean the text under Create a Blog … “By filling out the form below, you can add a blog to your account. There is no limit to the number of blogs you can have, so create to your heart’s content, but blog responsibly. etc”?
