“This is a notice to all users” -> mail-notification ?

Is there a way to activate mail-notifications if the admin is writing a massage to all users.
In my buddypress installation (wp 3.1 and bp 1.2.8 ) the mail-notification it is only working if the admin or any other user is writing a private massage.
