I’m having the same issue. And my privacy settings are set to allow search engines. This is quite strange to me because everything was working fine and now my activity streams are empty. Nothing at all is showing up. Prior to this happening (or at least, prior to me noticing this had happened), I was tweaking things with forums. This is all on my localhost.

Any thoughts?

It seems that I was placing the settings folder in the wrong place. I had it in the main folder of my theme and not in the members/single folder.
