How can I add an action for welcome pack to send a message from admin user to the user who is in birthday, this selecting a field with date selector?

Am writing a plugin that adds a new tab to the profile page for a user. In this page custom fields are shown that allows users to add Options to their wp_[siteid]_options table. Can anyone tell me where i can find the hook for doing insert/update/delete for this?
