A translation packager

    The world could use one, like the one on WordPress local sites, so people interested in getting a translated BuddyPress could be able to download a prepared package containing both BuddyPress and a translation.

    Or, the catalogs can be included directly into distribution tarball, zip file?!

    Yes. The translations should be part of the package so with every update one does not lose the translation files.
