admin menu items not functioning / cannot log in new users

I have fresh install of WP 2.9.2 and BP 1.2.2.1
installed in subdirectory folder (add-on) domain
using BP default theme
– admin menu no items function except for logout selection
– new users can be created but cannot log in
there are no error messages associated with these events.
