Allow new registrations options

1)Disabled
2)Enabled. Blogs and user accounts can be created.
3)Only user account can be created.
4)Only logged in users can create new blogs.
What do the above options mean exactly? 1 and 2, disabled & enabled are obvious. Does the 3rd option mean that blogs just cannot be created during registration or even after? And does the 4th option mean that registered users can create blogs but no new users can register?
I ask this because when I select the 4th option, the register page says ‘You must first login, and then you can create a new blog. ‘ i.e. it does not let me register a new user. What I want ideally is that users are not able to create a blog at registration but can do so later, after they have activated and log in.

wpmu doesn’t have the option you are looking for. But you can use 2nd option with a plugin to moderate new blogs. To find out more, visit wpmu forums and wpmudev.
