Buddypress cannot be activated if language is set in wp-config.php to sv_SE

I have tried several times and come to the same result.
If I have a Swedish installation and install buddypress by wp’s own installation or manual, the result is the same. When activating the plugin i get the message that I am not autorized to activate plugins. After this I pretty much loose all right everywhere and cannot login to the backend. Buddypress never activates. Removing the folder buddypress under plugins restore wordpress. Edited wp-config.php and set language to en_EN. Everything works great.
Please solve swedish language support.
