Couldn’t use unicode characters in quizes.

    I created a quiz in “Tamil language” and just the quizes get displayed like “%u0BA4%u0BAE%u0BBF%u0BB4%u0BCD %u0BA4%u0BBF”. The assignment title and the description get displayed properly.

    Buddypress: 1.3
    Courseware : latest source form Github
