The SimplePress Forum is shown through a static site. How can I set, that it is permitted for non-registered Users?

That is a plugin issue of SimplePress, you need to write a custom filter. See the FAQ: http://wordpress.org/extend/plugins/private-buddypress/faq/

Same as in the other thread, I do not understand the FAQ, because I am new in Buddypress/Wordpress and I dont know what to add and where…?
