Forum only shows 10 groups. Need all to show. Changed index.php but doesn't work

I have 11 groups at present. In the forum section, only 10 will show. I have changed the index.php file in the directories/forums to 16, but still only 10 show. Is there somewhere else that I can edit to solve this problem?
