Forum visibility

I’m not sure how to title this.
As an admin, I am testing the forums. I have created two topics.
My test user, once log, doesn’t see anything under the forums page.
I would like the subscriber/participant to see the topics created under the forum page!
How do I achieve that!? That should be easy, no?
