I want to create a forum where members can comment on existing posts.

But they cannot create new posts.

I I choose to create an Announcement group, people cannot comment.

But any other groups they can comment AND create posts.

I basically want people to comment on Announcements, but not make any announcements.

Maybe being able to moderate.approve new posts may be good enough.

I am using WordPress 9.2 (not WPMU, just WP), and latest BP.
