Getting all members in Event manager

I am trying to fetch all users with avatars in event manager edit form even if I copy the whole members-loop.php All i get is My friends rather than all members.
I am seeking a function which can return
1. All friends
2. Rest of the members(Non-friends)The same file works when I call my-sitname.com/members but not in the event manager. Can anybody explain to me why is this happening?
