Are you using wpmu or standard wp?
Not really understanding how and why you placed wp-config out of the root, but as long as WPLANG is defined correctly there shouldn’t be a problem.
When using wpmu, you have to enable the dutch file in the wpmu admin panel as well, not sure where but somewhere in site admin.
I’m using standard WP.
I placed it for security reasons outside the rootfolder.

What’s the name of the file (eg. nl_NL.mo)?

How do you implant your wp-config, with require_once?
A problem I had was that my file was called “nl_NL.mo”, but it’s supposed to be “buddypress-nl_NL.mo”.

Yes it’s called nl_NL.mo/po. I get it from google.
You can place the wp-config file one folder above you’re install/root folder. I didn’t change anything for that, i just replaced it.
