Is it safe to assume the option “This is a notice to all users.” is available to only admins in the message area? If avail to all, does that mean users have the ability to message everyone? Can someone clarify this functionality?

It’s only available to site admins and adds a message at the very top of the inbox for all users.

I heard that from a guy I knew as a kid. Sgt. Major Watson. I called him Sir once. Once. Couldn’t figure out why my Dad and the other brass saluted him. Medal of Honor.
