Privacy settings do not appear

Latest WordPress — 3.1.2, and BuddyPress — 1.2.8 multisite (network), multi user
Install bp-profile-privacy manually into wp-content/plugins
Do a Network Activate
Instructions say to use Settings -> Privacy
In Network Admin there is no ‘Privacy’ under Settings
In Network Admin : BuddyPress there is no ‘Privacy’ option
In Site Admin , the Settings -> Privacy only lists the privacy settings for blogs on the whole site.
I do have ‘Sitewide Privacy Options for WordPress Multisite’ active but that should not interfere?
Just not visible.
