Looking into it more, it seems like Invite Anyone will work if only ‘send-invites’ was added to the submenu – the bp_core_new_subnav_item() that adds it to the submenu is only called when Friends is enabled: http://trac.buddypress.org/browser/tags/1.2.4.1/bp-groups.php#L213
It is a bit more work to get Send Invites to work without the Invite Anyone plugin because bp_new_group_invite_friend_list() bails out if Friends is disabled.
