What does this plugin do exactly?

I’m sorry if this question seems silly, but i’m unsure what this plugin does.
Does it make field groups available to be filled in depending in user role…
OR
Does it restrict accès to the field groups depending on user role?
I am looking for a way to make a specific field group visibile only to administrators, so that they can add user specific information that only they can see.
