Wp-cron and buddypress and flood control

Hello,
If I have wp-cron.php to run after every 15 minutes. Will it affect the way buddypress functions?
Secondly, is there any plugin for content flood control. For example if a user posts 5 activity updates in one minute, he/she will be blocked for 2 minutes before he/she can post again. If there is no plugin can someone please direct me to the right path?
