No that is not normal. If it was custom code you will have to find that custom code you introduced and either comment it out or delete it if your certain you will not use it anymore. If it is a plugin then deactivate each one individually until your narrow it down to the one that is problematic.</p>

That is default behavior if you do not have an private community type plugins activated. So are you saying you want non-logged-in users to be able to post an update to the activity stream without being registered but they just cant comment on the post?</p>
