– Have you checked whether you have remaining code/script in bp-custom.php or mu-plugins folder?
– Is that a new/old install on standard WP or WP multisite? Are you developing locally or on webhost?

Have you tried re-uploading/re-installing BuddyPress? If you did, please give environment or steps to recreate your issue.
