The code that controls that bit of the profile is in the bp-core-settings.php file and shouldn’t be giving you problems. Especially after a fresh install.

It seems that anything using Jquery 1.3.2.min.js is being blocked for some reason. I would assume that is what is blocking admin bar.

There is no option to force users to enter an image description. Adding an option like that would make it impossible for users to bulk-upload images.
