You can’t do this through BuddyPress itself, but there may be a plugin that does it for you. Take a look on the WordPress Plugin Directory to see if anything is available.

Looks like you have a multisite installation where you allow users to create blog sites. Where are you hosted? There are hosting plans which limit execution time to 30 seconds only.
