Tagged Groups then Filter by Tag?

Question:
I need to be able to call in a set of groups based on certain criteria – yet I don’t think there’s anyway to do this?
It seems like tagging groups would be the best way to do this. I don’t really want to do it by group ID – I would prefer it was dynamic.
