El problema es tu servidor, la función fopen está deshabilotada.

Lo único que puedes hacer es hablar con tu hosting y pedir que te la habiliten.

Para activar el registro, solo debes activarlo en WordPress. Dependiendo si es una instalación simple o Multisite, el sitio de activación estará en un sitio u otro.
