Admin cannot view or edit private extended profile fields?

Using 1.6.3 bp. Found that when user set an extended field privacy to “My Friends”, admin cannot see this field at all, cannot even edit the private field in the backend user profile panel (using bp edit profile plugin, other open extended fields can).
Is this working as intent or something wrong with my settings? Any helps? Thanks
