Allow members to post things, Link format?

Hello there, so I am pretty new to WordPress still but I am trying to set up a website that allows users to post their links into certain categories. It would have a kinda review system or something attached to the side of the links, but I’m not sure if that would be part of BuddyPress or not. I think BuddyPress can do this though, but if not, let me know! If it can, would someone mind sharing how to do so? I would greatly appreciate it. Thanks!
