I’m wanting to create a few special forums on our site that might go beyond the basics offered with buddypress.

I want to create a group that only members can post to, but anyone can view. this is between public and private. Is this possible?

Also, I want to create a group that will act more like a announcement list, where many people can join but only an admin can post to it.

any idea if that is possible, and if not, how I should go about doing it.

It isn’t possible without some kind of plugin, but it is possible with one.

You would want to take a look at the buddypress/bp-forums/ directory to see how forums are created within BuddyPress to begin with, and modify that existing code in your own plugin to modify that behavior and turn it into what you’re trying to accomplish.

The code is in there to do what you want, you just need to make it do it.
