Is this a bug ? – User Reg time wrong

Reg users is initally coming up wrong like this :

It does seem to fix itself after about 11 hours.
I am using timezone UTC +11 & custom date formatting l jS F Y – eg. Thursday 19th February 2009 & Time : 11:16 am
My server time is always UTC and have had prob in normal wordpress with some plugins/scripts failing to adjust for timezone

It would be the same thing as with any other WP install, if a user registers (in your case) 11 hours in future, it shows that. The only thing you can do is make sure the timezone of the server is exactly the timezone in the main blog options. It might not be where you are though
So, it is not a bug.
