Site admin area when within a user blog

Let me setup a scenario for you, and lets see if this makes sense.

A user creates a blog on my site, and calls it “Cheese” with a slug of “cheese”

I, as an admin, have all the rights to “Cheese” to do whatever I would like to do it.

In the Admin Panel, under the “Site Admin” area, all of the links goto “yourdomain.tld/cheese/[…]”

When I edit those fields, even tho the URL is for the blog site, is it safe to say that they are still editing the wp_1_ site options?
