Sitewide user image uploads

Hello everyone,
I’m looking for a plugin that allows for a sitewide area where users can upload images that can be put into categories. I’ve seen this done before, but the plugins I’m finding don’t allow for taxonomy. The closest plugin I’ve seen is buddypress-links, but that is for videos. I’ve been trying to hack that plugin with not a lot of luck 🙁
