User / Group / Sitewide points tracker with options

Hi, I’m looking for a solution to allow users to input points that they earn each day/week/month, etc.
So they will enter an amount of points then answer a few questions and then upload a photo.
Their user account will keep track of their score.
Each group will keep track of all of the group’s user scores.
There will also be a total sitewide tally of all users’ scores.
Is this something that is possible? I’m looking to hire someone to develop this. Please help!
