New Post Layout change?

Hello,
When a membe clicks on “new post” they have to scroll down to see not only 30 categories (top-level and subs) but under category is tags – of which there are thousands on my site and they are ALL listed as choices with check boxes for the author of the post to scroll through.
Is there a way to change this? Maybe a way the author can just type their own tags and eliminate the member from having to scroll throuth 3 thousand items? Make it a dropdown maybe?
