How to achieve this two functions

Hi guys, I’m new to buddypress.
Recently, I have set up a SNS with buddypress and I’m wondering1.How can I give only specific user the privilege to post update while others can only post comments?
2.How can I compel a user cannot see other’s update unless they follow that user? (Now you can see other user’s update whether you have follow him/her)
