Help with closed or open topics

I’m working on a site at fortunechaser.com. I have a list of all the states on the first page. I don’t want people to be able to post under the states topics. Under the states I have other topics that list types of treasure hunts. I want people to be able to post discussions under these.
So I made the state topics “closed” and the different treasure hunts “open”, but it’s not allowing the “open” topics to be added to. I hope that makes sense.
Can anyone help me with directions to do what I want?
