a “wall” for all users?

Hello, and thank you by advance for reading !
I have a buddy press site, where people can integrate groups wich are cities of France. They can write on their own groups and talk with other members of this group.
But the probleme is that someone of paris’s group for exemple, can’t interact with someone of Lyon or Montpellier. So my question is, can we create a place where every members could interact, or should I create a new group for everyone ?
