only admins can enable forums in groups?

So I found with groups, all my users are authors, I’m the only admin. When I create a group with the check box “enable forums” checked, it works for everyone. When an AUTHOR creates a group, with the enable forums checkbox checked, the forums don’t work, until I uncheck the box, save, and re-check the box. Is there a way I can enable Authors to do this so I don’t have to each and every time? Thank you!
