Verifying users before their account is fully activated – is it possible?

I am using s2Member in conjunction with my registration setup. I thought I had seen a function somewhere that requires an administrator to verify a new user’s account before that user can login and begin to use the site.
Does this function exist and, if so, where can I find it?
Any help would be greatly appreciated, as this is a somewhat urgent matter.
