Members display does not match subscribers total

I have two sites whose users logins are synced so I have about 550 on each site. On the subsite though when I look at the members page, it only shows 109 and this does not change even though the number of subscribers is slowly increasing.
I have gone and ‘repaired’ both the Last Activity and Total Count Members but is has no effect.
Any idea what is going on and how do I get my Members total to be the same as the Subscribers total?
