That’s the problem with the theme template files (if it redefines BuddyPress templates) or css/js. To make sure that this is with you theme – try to activate via customizer any other theme (like 2015 or 2016), Post button should be on its place.
You can also investigate the source code of your page to make sure that it has a button #aw-whats-new-submit
.
I think you have problems with js, check console of your browser. Something in buddypress.js
might be the reason.
#aw-whats-new-submit exist and does not matter which browser I use, result are same. And all other buttons everywhere else works fine.

The css tag ID #aw-whats-new-submit
may exist, but if your theme use some specific height or width for it which is different from what is used by BP in the js/css file, you didn’t see the button.
This is a very common theme issue, handled on many topics on this forum.
@tonyxs1 logically in the template. The what’s new form is used on activity, profile and group page.
