Email Notification when user role changes?

Hi,
I would like to add a new email situation:
Recipients user role is changed from X to Y.
When a user registers for my site, they are ‘guests’, until I manually upgrade them from ‘guest’ to ‘participant’ and send them welcome email #2.
Just a suggestion.
