Mark as Spammer 404 error

Before upgrading to 1.6, I used the buddybar’s mark user as spammer functions a lot. I’m still using the buddybar now, but the user tools now lead to 404 pages.
How can I add these tools manually to my them so there will be no missing page error? Thanks!
