Custom Group Privacy

I would like to create a new type of Group privacy setting:
* Only users who request membership and are accepted can join the group.
* This group will be listed in the groups directory and in search results.
* Group content and activity will be visible to any site member, but read only.
* The Wire can be commented on by any site member.
How would I go about this in a plugin perhaps?
