Upload Failed! Error was: The uploaded file exceeds the MAX_FILE_SIZE directive

(lots of add-ons)
most of our members are users, which means by default they become subscribers to the main blog. the main blog have reached it’s upload limit (set to 100mb in the options settings)
I didn’t think this would effect the main admin blog.
users are unable to upload avatars from either /register or their member profile page
gives this error:
Upload Failed! Error was: The uploaded file exceeds the MAX_FILE_SIZE directive that was specified in the HTML form.
regular blogs have 100mb
the admin blog has 9999999999999mb
(admin max size changed by clicking “edit” under the blogs tab)
php.ini max upload is set to match blog space(100mb)
but users are still unable to upload avatar photos
any thoughts?
