Different user levels

Hello everyone, I am working on project on buddypress which includes two different user levels. I want two types of users , one with ability to create blogs and one without.
also with two different registration forms. It is very useful for creating websites for schools, or colleges.
is there any way to create such kind of environment for users where there can be two levels or more?
Please let me know if this topic is already been raised.
