Adding “edit_user” capability to “editor” role

I’m trying to make editors on my site able to update user profiles. I’ve tried to add the “edit_users” capability to the role “Editor” using a couple of different plugins and also using my own code.
Part of it works since Editors get the menu option “Edit X’s profile” in their personal meny bar. However, when they click it they receive a 404 page not found.
Any suggestions?
