How to set up turning on and off of the notice of e-mail for every user

    Hello
    I am creating the member type report contributions site.

    If a comment is attached to a contribution report, an e-mail notice will be given.
    I would like to lodge the power to change this notice function to ON for every user at OFF.
    Are there the means and Plugin which fulfill a wish?
