New user registrations – default subscriber status

Hi, I don’t know if this is the way BP is supposed to work, or if I’ve not set it up right. I’m running WP 3.0.1 with BP 1.2.5.2, and I created a network with sub-directories. Whenever a new user registers on the site, they are given subscriber status to the main site (MMQG). If they create their own blog at the time of registration (which I’ve actually disabled because we’re starting to get spam accounts registering), then they end up not being a user on the main site, but rather a user on their own created site. Here’s the question:
Should ALL members of the network be users on the main site, with at least subrscriber status? Should that be the default?
