non-members to comment on forums

Is it Possible to allow nonmembers to comment on forums the same way that a nonmember can make meant on a blog – they enter their e-mail address and password and have to be approved by a moderator???
It seems to me that you need to be a signed up member to post to a forum. is there a way around this?
